1. Polar bears – uncertain future

The Mail on Sunday recently declared the polar bear in good shape on the basis of the opinion of biologist Dr Susan Crockford, who says:

“On almost every measure, things are looking good for polar bears … It really is time for the doom and gloom about polar bears to stop.”

It turns out that Crockford’s expertise is the archaeology of dead dogs and the identification of animal remains, and receives funding from the Heartland Institute to spread disinformation about human agency in climate change.

Information, reliable or not, is difficult to come by. This is a snapshot of one estimate of how the polar bear is travelling:

In nine of the 19 populations of polar bears information is deficient.

On their future the best estimate is:

To keep polar numbers relatively healthy, though still lower than today, scientists suggest global temperatures should not exceed 1.25 degrees Celsius above the 1980-1999 average.

2. Arctic sea ice is getting thinner faster than expected

Measuring the thickness of the Arctic sea ice sheet is not a simple matter. data from disparate sources has been brought together for the first time.

in the central part of the Arctic Ocean basin, sea ice has thinned by 65% since 1975. During September, when the ice reaches its annual minimum, ice thickness is down by a stunning 85%.

3. UK auctions for renewables

Contracts worth £315 million have been awarded to 27 renewable energy projects with a combined capacity of 2.1 gigawatts.

The majority of the 27 schemes are windfarms, including 15 onshore and two offshore schemes (the blue and green chunks below). The remaining contracts went to five solar farms (yellow) and five schemes that will burn or gasify waste to generate energy (black and grey).

The auction was divided into two pots, with one pot reserved for “less established” technologies.

The big surprise was the prices, which were lower than expected.

4. Keystone XL pipeline bill vetoed

It’s important to note that the pipeline bill has been vetoed, not the pipeline.

Keystone is not dead. The bill was a political Tea party move to pre-empt State Department approval, which will now continue until a recommendation in made to John Kerry as Secretary of State.

Meanwhile Nebraska landowners are fighting a case in the courts. They claim state law giving TransCanada the right to drive the pipeline through their land under ’eminent domain’ is unconstitutional.

If the landowners succeed TransCanada does not have a route for the pipeline.

5. The IPCC reviews it’s processes

Every seven years the IPCC publishes three whopping reports followed by a Synthesis Report. Working Group 1 looks at the physical basis of climate change. Working Group 2 looks at impacts, adaptation and vulnerability. Working Group 3 looks at mitigation. Each of these whopping tomes has a Summary for Policy Makers of about 30 pages.

The main decision is that the program will continue with some minor modifications. They will try to link the second and third volumes more specifically to the first, while producing the whole series within about 18 months.

More special reports on specific issued will be produced during the interim years.

They will try to make the summaries for policy makers more readable.

6. NZ infestation of flat-earthers climate denialists

The Dominion Post is the newspaper of record for New Zealand’s capital city, Wellington. Last Friday it featured an opinion piece by high profile climate denialists Bob Carter and Bryan Leyland titled Hypothetical global warming: scepticism needed. Gareth Renownden at Hot topic calls it

a “Gish Gallop” of untruths, half-truths and misrepresentations — a piece so riddled with deliberate errors and gross misrepresentations that it beggars belief that any quality newspaper would give it space.

He then identifies 24 specific errors or misrepresentations.

7. EU adopts climate change targets for Paris conference

The EU formally adopted on Friday climate change targets for December’s Paris conference including a 40 percent cut in emissions by 2030, climate commissioner Miguel Arias Canete said.

The targets were agreed on by leaders of the 28 European Union member states at a summit in October, but the confirmed benchmarks have now been officially sent to the UN, Canete said.

The EU was the second after Switzerland to publish its submission.

In other EU news, the Commission is to spend €100 million on projects aimed at connecting energy networks across the continent.

8. El Niño finally arrives

El Niño has finally arrived at a time of the year when they usually decay. It’s weaker than usual and is unlikely to have much impact on world weather.

9. US weather conundrum

Last week I reported (Item 1) that the planet had just experienced the hottest 12 months, while it was freezing in eastern North America during January and February and into March.

Because winter includes December and December was mild, no state had a record low winter. In fact the East’s brutal cold was offset by record warmth in the West, which was caused by warmth in the Northern Pacific. The experts think this pushed the jet stream out of shape, bringing Arctic air further south in the east.

It seems the Northern Pacific warmth has now moved to the Central Pacific, causing the weak El Niño referred to above.

1. Super high speed rail

The Japanese have run an actual train with people in it at 500 km/h. The Chinese have built a train which can theoretically run at 1800 mph by encasing it in a vacuum tube.

It looks as though high speed rail could become a real alternative to air for intercity travel.

2. World’s first power-to-liquids production plant opens

The world’s first power-to-liquids (PtL) demonstration production plant was opened in Dresden on 14 November. The new rig uses PtL technology to transform water and CO2 to high-purity synthetic fuels (petrol, diesel, kerosene) with the aid of renewable electricity.

The article does not say how efficient the process is, but presumably less so than using the electricity directly.

3. World Bank focus on clean energy

The World Bank has traditionally been one of the world’s largest funders of fossil fuel projects. Now it:

will invest heavily in clean energy and only fund coal projects in “circumstances of extreme need”…

No doubt this policy stems from the bank’s commissioned report Turning down the heat.

4. Why the Peru climate summit matters

Hope has been injected into the Climate Change Conference in Lima, Peru, scheduled to run from 1 to 12 December by the recent US/China agreement. The optimism stems as much from the fact that the two largest emitters in the world are finally working together as the level of ambition. The EU has also recently pledged to cut emissions by 40 percent from 1990 levels by 2030.

Countries will be working on the text of the draft agreement for Paris in 2015.

Countries are expected to put forward their contributions towards the 2015 agreement in the form of Intended Nationally Determined Contributions (INDCs) by the end of March [2015]. These will then be used to craft the Paris treaty. The Lima gathering will help provide guidelines and clarity for what these INDCs must entail, especially for developing countries still reliant on fossil fuels to meet fast-growing energy demand needed to achieve developmental goals. These options could range from sector-wide emissions cuts to energy intensity goals to renewable energy targets.

We’ll be represented during the second week by Julie Bishop and Andrew Robb, a climate change denier. Seems Bishop went bananas when she found out, and Robb doesn’t want to be there anyway.

Giles Parkinson reports that we’ve sent a delegation of 14, the smallest in 20 years and probably not enough to be actively obstructive as we were in Warsaw last year.

5. 2014 looks like hottest on record

This is how it’s shaping:

Record hot years are often El Niño years. This year is a neutral ENSO year so far.

That’s so far; there is at least a 70% chance that El Niño will be declared in the coming months, according to the BOM. Looks like a hot, dry summer.

6. Germany’s largest utility gets out of the fossil fuel business

On Sunday, Germany’s biggest utility E.ON announced plans to split into two companies and focus on renewables in a major shift that could be an indicator of broader changes to come across the utility sector. E.ON will spin off its nuclear, oil, coal, and gas operations in an effort to confront a drastically altered energy market, especially under the pressure of Germany’s Energiewende — the country’s move away from nuclear to renewables. The company told shareholders that it will place “a particular emphasis on expanding its wind business in Europe and in other selected target markets,” and that it will also “strengthen its solar business.”

E.ON will also focus on smart grids and distributed generation in an effort to improve energy efficiency and increase customer engagement and opportunity.

“With its decision, E.ON is the first company to take the necessary steps from the completely changed world of energy supply,” German Economy Minister Sigmar Gabriel, said Monday.

7. The inconvenient truth of EU emissions

The Commission and European Environment Agency’s Progress Report on climate action says:

according to latest estimates, EU greenhouse gas emissions in 2013 fell by 1.8% compared to 2012 and reached the lowest levels since 1990. So not only is the EU well on track to reach the 2020 target, it is also well on track to overachieve it.

Kevin Anderson is not impressed:

The consumption-based emissions (i.e. where emissions associated with imports and exports are considered) of the EU 28 were 2% higher in 2008 than in 1990[1]. By 2013 emissions had marginally reduced to 4% lower than 1990 – but not as a consequence of judicious climate change strategies, but rather the financial fallout of the bankers’ reckless greed – egged on by complicit governments and pliant regulation.

Then he really gets stuck in:

In the quarter of a century since the first IPCC report we have achieved nothing of any significant merit relative to the scale of the climate challenge. All we have to show for our ongoing oratory is a burgeoning industry of bureaucrats, well meaning NGOs, academics and naysayers who collectively have overseen a 60+% rise in global emissions.

1. Ocean acidification charted

Apparently there has been no baseline data for ocean acidification, which varies around the world. Now a database of the current state of the ocean has been compiled. Here is a map showing the rough state of play:

The current rate of acidification for the ocean is the greatest seen in the past 300 million years. 25% of co2 emitted ends up in the ocean.

This article offers some hope that some species may adapt.

2. Warmest October

NASA has October as the warmest since 1880 along with 2005. The Japanese Meteorological Agency has it as the warmest ever:

So far an El Niño still has not developed, which would make things warmer.

3. Climate Council report fingers us

The Climate Council has published a new report Lagging Behind: Australia and the Global Response to Climate Change. The key findings are:

  • China and the US have firmly moved from laggards to global leaders on climate change.
  • In the last five years most countries around the world have accelerated action on climate change as the consequences have become more and more clear.
  • Australia, a crucial player in global climate action, moves from leader to laggard.
  • Global action must accelerate to protect Australia and the world from the consequences of a changing climate, sea level rise and more frequent and intense extreme weather.

Now, 39 countries and over 20 sub-national jurisdictions are putting a price on carbon. China has the world’s second largest carbon market with 250 million people covered. In the US 10 states have carbon markets, covering 79 million people.

Germany has decoupled growth from carbon pollution. Since 1990 GDP has increased 37% while emissions have fallen 25%.

According to the IEA and the OECD for every $1 spent to support renewable energy, another $6 is spent on fossil fuel subsidies, but investment in renewable energy at US$192 billion now exceeds that in fossil fuel energy at US$102 billion.

Australia is the 15th largest emitter out of 186 countries. We emit roughly the same as France, Italy and Turkey, each with three times the population.

4. Climate Council on renewables

The Climate Council report finds that around the world important initiatives on renewables are often taken at the sub-national level. In Australia:

  • South Australia is striding forward leading the Australian States on renewable energy.
  • Victoria and NSW have moved from leaders to laggards in Australia’s renewable energy race.
  • Australia has substantial opportunities for renewable energy. A lack of clear federal policy has led to a drop in renewable energy investment.

Only SA and the ACT have renewable energy targets – SA 50% of electricity by 2025, the ACT 90% by 2020. The current state of play is:

Both have roughly a quarter.

The potential for renewables in Australia is huge – some 500 times current electricity generation.

Australia produces per capita 23.96 tCO2e as against an OECD average of 12.47. As I said, time to get on our bike!

5. China caps coal use by 2020

From Climate Progress

The Chinese government announced Wednesday it would cap coal use by 2020. The Chinese State Council, or cabinet, said the peak would be 4.2 billion tonnes, a one-sixth increase over current consumption.

This is a staggering reversal of Chinese energy policy, which for two decades has been centered around building a coal plant or more a week. Now they’ll be building the equivalent in carbon-free power every week for decades, while the construction rate of new coal plants decelerates like a crash-test dummy.

The 2020 coal peak utterly refutes the GOP claim that China’s recent climate pledge “requires the Chinese to do nothing at all for 16 years.” Indeed, independent analyses make clear a 2020 coal peak announcement was the inevitable outcome of China’s game-changing climate deal deal with the U.S. last week, where China agreed to peak its total carbon pollution emissions in 2030 — or earlier.

6. Australia a pariah

Giles Parkinson thinks other nations are deliberately trying to embarrass Australia on climate change. Certainly Obama’s remarks can be interpreted that way. Then he (Giles) really gets stuck in:

We are, quite possibly, witnessing the most incompetent and ideologically blind government ever to hold power in Canberra. It’s effectively the Tea Party of Australia, pretending to be something else.

A game changer? The US-China climate deal

Mother Jones thinks the deal is a game changer, so does Joe Romm at Climate Progress. Climate scientists what agree with some cautions, including the big one that it’s not nearly enough.

In the broad, China has agreed to peak emissions by 2030, the US will reduce emissions by 26 to 28% by 2025, relative to 2005.

Yet China will still be getting 80% of its power from fossil fuels in 2030.

They said China would never do a deal of significance, and the US could not make significant reductions politically while China did nothing. That’s why the deal is a game changer.

Now Republicans are saying that China is doing nothing for 16 years. That’s not true. China will install 800-1,000 gigawatts of nuclear, wind, solar and other zero emission generation capacity by 2030.

Joe Hockey implied that Obama will not deliver, because of an unfriendly Congress. Obama said on Sunday specifically that he is not relying on Congress for anything – he’ll do it without their help. Republicans are freaking out and will no doubt destroy the deal if they reclaim the presidency.

Given the unhelpfulness of Congress Obama’s plan is surprisingly ambitious, roughly doubling the pace of reductions:

That would see emissions in 2100 roughly the same as they are now. According to the recent IPCC Synthesis Report most of the stabilisation scenarios you’d want to follow see zero emissions some time before 2100. You can get a rough idea of what’s required from this graph by Prof Hans Joachim Schellnhuber:

That is for a 67% chance of not exceeding 2°C.

With emissions trading that would be modified thus:

I would assume that China is a Group 2 country in this scenario.

At a rough guess, then, I suspect that China and the US are doing no more than half what they really should, if we assume that 2°C is OK, which I don’t.

Mother Jones lists some of the detailed items covered in the agreement:

  • Expanding funding for clean energy technology research at the US-China Clean Energy Research Center, a think tank Obama created in 2009 with Xi’s predecessor Hu Jintao.
  • Launching a large-scale pilot project in China to study carbon capture and sequestration.
  • A push to further limit the use of hydroflourocarbons, a potent greenhouse gas found in refrigerants.
  • A federal framework for cities in both countries to share experiences and best practices for low-carbon economic growth and adaptation to the impacts of climate change at the municipal level.
  • A call to boost trade in “green” goods, including energy efficiency technology and resilient infrastructure, kicked off by a tour of China next spring by Commerce Secretary Penny Pritzker and Energy Secretary Ernest Moniz.

All good stuff. One valid criticism is that the agreement neglects the issue of adaptation, necessary because under the implied scenario warming will continue.

Our government has chosen to be a follower rather than a leader. It is now time to follow. But in doing so they should take a look at Prof Schellnhuber’s graphs to understand their true responsibility – and why buying carbon credits offshore is not such a bad idea.

To take the politics out of the issue they could even flick it to The Climate Change Authority. That’s what it was set up for.

Climate mitigation costs and strategies

Val at fairgreenplanet perceived two contrasting approaches to climate mitigation at the recent Australian Climate Action Summit:

  • technology can get us there, with a bit of political will

or

  • we have to change the way we live, starting from the local level

In relation to the first she also cited a recent post by John Quiggin who cites four major reports, all making the same point:

decarbonizing the world economy will involve economic costs that are
(a) small; and
(b) far outweighed by the benefits

So that’s a net gain of considerable dimensions.

This is supported at the country level by a recent report in the UK:

if the UK cut its carbon emissions by 60 per cent from 1990 levels by 2030, as it has promised, its GDP would be 1.1 per cent bigger than if it stuck with fossil fuels, says a study by consultants at Cambridge Econometrics.

About half the gain would come from cheap running costs for fuel-efficient cars, with 190,000 new green jobs and higher wages also helping. The average household would be £565 a year better off.

The four reports cited by Quiggin are as follows:

First, there’s Pathways to Deep Decarbonization an international collaborative project under the auspices of the UN.

Second, the Better Growth Better Climate report from the Global Commission on the Economy and Climate

Third, this report on Green Growth from the Center for American Progress (covers the US only)

And, most strikingly, this report from staffers at the International Monetary Fund, long the guardian of fiscal rectitude has concluded that for most countries, the local side benefits of reducing pollution would be sufficient to offset the costs for carbon prices up to $50/tonne.

I find each report has limitations in its own way, so at the end I remain agnostic.

The fourth, the IMF study, looks at carbon pricing in the top 20 emitters. As far as I can make out it comes up with two propositions. First, each country can act on its own, with benefit, no-one has to wait for the world to act. Secondly, it identifies a sweet spot, which varies quite a lot from one country to the next, where net benefits accrue from carbon pricing. In Australia’s case it’s only $11.50 per tonne.

This is all very promising but is not as such a plan for climate stabilisation at safe levels.

The third, the American study, finds the aim of reducing emissions by 40% from 2005 levels by 2035 doable and beneficial. The problem here is in the task identification. The study assumes that the US should decarbonise at the same rate as the rest of the world. It ignores the ‘carbon budgeting approach’ whereby high per capita emitters need to decarbonise rapidly to make space for developing countries to grow their economies. See Figure 5 of this post on the IPCC report. The United States is a Group 1 country, which must decarbonise rapidly:

As we saw in this post, two thirds of increased emissions are now coming from emerging and less developed countries. In other words in reality increases from Group 2 and 3 countries are not being offset by cuts in Group 1 countries. Until we get our heads around this issue and address it we’ll stumble along on the road to perdition!

The problem facing Group 1 countries is impossible. The way around it lies in emissions trading between rich and poor countries, as per Figure 6 in that post. This would entail considerable wealth transfer, which could be mandated to be used in greening developing country economies.

Also 40% by 2035 overall is not a recipe for a safe climate, as shown below.

The first study, has two limitations. Firstly it simply does not address the issues of economic costs and social implications. Secondly, it simply accepts the stabilisation pathway for a 2°C temperature increase which sees zero worldwide emissions about 2070. In looking at the IPCC report (same as linked above), I developed this table to relate concentrations to temperature rise. RCPs are Representative Concentration Pathways (RCPs) which are expressed in terms of watts per square metre of radiative forcing (W m-2). Roughly, RCP2.6 represents the 2°C pathway, while RCP8.5 represents our present path.

Green indicates a comparatively ‘safe’ climate, orange indicates the increasingly contested zone which clearly carries some danger, and red to indicate breaching the 2°C guardrail which everyone with half a brain accepts as dangerous.

Strictly speaking the green box should be orange, because it sits on top of ‘now’ which is an 0.6°C increase, and the orange box below it should be red, for the same reason.

On the orange zone, the Climate Change Authority in its Review published this wondrous graph, showing that they were well aware of the inadequacies of a 2°C target:

As I said then, in terms of CO2 equivalents we are now at 480. This gives us less than 33% chance of staying below 2°C and about a 10% chance of exceeding a civilisation threatening 4°C. These odds are unacceptable. We are already in an overshoot situation.

This is old information – very old. James Hansen told us at an American Physical Union meeting in December 2007 that we needed to aim for 350ppm in the first instance and then decide where we go from there.

The RCP2.6 path involves a 33% chance of ending up with more than 2°C, odds that should be completely unacceptable.

Turning to the third report, which specifically addresses the financial implications, it too is on 2°C path. The costs numbers when taken in isolation look large (US$45 trillion will be required in 2015–2030 for key categories of energy infrastructure), but in context are trivial:

costs of this magnitude look like “background noise” when compared with the strong underlying growth that the global economy is likely to experience.

These costs will go up if mitigation is delayed:

Costs are also likely to rise sharply with delay. If global action to reduce emissions is delayed until 2030, global CO2 emissions would have to decrease by 6-7% per year between 2030 and 2050 in order to have a reasonable chance of staying on a 2°C path. Such rates of reduction are unprecedented historically and are likely to be expensive (estimates of delay suggest an average annual consumption growth loss of around 0.3% in the decade 2030 to 2040, compared to a loss of less than 0.1% over the same period if we act now).

Fine, and perhaps not yet serious, but I’m afraid completely out of date. In 2011 the Climate Commission published this graph to illustrate the implications of delay:

Under the ‘climate budget approach’ the area under the line must remain constant.

That too would have been based on a 2°C target, but it illustrates that if we delay peaking emissions worldwide, even to 2020, we’ll be in completely uncharted territory.

Chapter Five of the third report gives enormous detail of the policy work that needs to be done. It may be summarised as strong leadership, consistent policy over decades, structural change and perhaps unprecedented international co-operation, even if we start now on a task that is eminently doable and inexpensive; so more than “a bit of political will” is required.

Frankly, our best hope lies in the prospect that solar technology with storage will simply become the cheapest form of new energy, and has the advantage that it doesn’t need a large grid. Nevertheless there will be residual problems – land use and agriculture, transport, ocean acidification etc. Zero emissions transport will require planning and subsidies.

One thing we should realise, however, is that further out our future will be energy rich, not energy-constrained. Saving energy is not a reason for localism and changing the way we live.

So where does that leave Val’s second option?

Firstly, concerted long-term action and international co-operation of the kind we need is not in our DNA. We are designed to co-operate in bands of up to 150 people, the number that our big brains can cope with in terms of knowing in any detail. We are told Fukuyama, Harari for example that bands were relatively egalitarian with a leader answerable to the people. Beyond that we can co-operate in amazing ways, but at the price of setting up hierarchies and privileges, coercive elites. This occurred in general with agriculture and owning stuff, even herds. These problems can be ameliorated in a modern democratic nation-state, with it’s formal mechanisms for election, administration, justice and accountability, but we are still apt to act in the self-interest of that larger entity.

What we need is an infusion of new values and ways of perceiving, thinking and feeling. While not sacrificing individualism we need to feel and act as social beings. We also need to revalue ourselves in relation to the biological and physical systems of the planet, so that we stop acting like the top rapacious predator, the one that has decimated the wild animal kingdom by 52% since 1970. Along the way, we need to challenge a Chain of Being, that sees elite mostly European males as next to the gods and women, children, other races, other social classes, slaves, asylum seekers etc in subordinate positions.

We need to live in nature, not over nature.

While localism and social participation are necessary, the required cultural and existential changes are hard work will happen over generations if at all. The planet can’t wait. That last reference tells us:

Efforts have been made to economically quantify the world’s “stock” of natural capital and the yearly “flow” of ecosystem services they provide. The latest numbers are $142.7 trillion and $48.7 trillion, respectively. By comparison, the flow of incomes through the global economy is currently about $71.8 trillion per year. The research suggests that by 2013 we were eliminating that stock of natural capital at a rate of about $7.3 trillion per year, and that the flow of ecosystem services would be $23 trillion higher if not for human practices like deforestation, burning fossil fuels, and the like.

And underneath all this, there is the point that these creatures and the ecologies they inhabitant have an intrinsic moral worth irrespective of the dollar sign that markets can place on them. “Wildlife is and should be useless in the same way art, music, poetry and even sports are useless,” author Richard Coniff recently wrote in the New York Times.

And the climate can’t wait.

We need hierarchies to get things done, a collective will not build a battleship, but we need to civilise them and render them accountable. We even need coercive powers, to counter the selfishness of states. The only supra-national entity that the major powers take notice of is the World Trade Organisation, not the UN. We need it to police international agreements, to oversee international carbon trading, and what Quiggin’s third report calls “border carbon adjustments”.

I never thought I’d say that!

The bottom line is that we must act if we want a future for our grandchildren, and cost, the only certain Armageddon is if we do nothing or not enough. We are heading into uncharted territory but indications are that there will be benefits and the net costs are unlikely to be as bad as pessimists might think. We just don’t know. And the groupie, local stuff, well there are reasons for doing that, but it won’t solve climate change as such.

1. No more pauses in global warming

Temperatures are likely to rise dynamically for the rest of the century, according to two separate studies.

Masahiro Watanabe of the University of Tokyo colleagues found that over the past three decades natural influences are diminishing.

In the 1980s, natural variability accounted for almost half of the temperature changes seen. That fell to 38 per cent in the 1990s and just 27 per cent in the 2000s.

The implication is that temperature rises will respond more directly to emissions with fewer pauses.

Matthew England and associates used 31 climate models to chart future temperatures. He found that if emissions keep rising the chances of a pause of 10 years or more fall to practically zero. If emissions peak by 2040 we might get a pause by the end of the century.

If we wait until 2040 for peak emissions we’ll be cooked.

2. Rockefeller family moves from fossil fuels to clean energy

The Rockefeller family is turning its back on the industry that made it its vast fortune.

As more than 120 heads of state gather in New York for a UN summit on climate change, the Rockefeller Brothers Fund is pledging to move $50 billion worth of investment in fossil fuels into clean energy.

3. War and Peace revisited

At Fair Green Planet Val has reproduced her talk at the Australian Climate Action Summit 2014. It’s about organisational form in relation to climate change action and sustainability. Val suggests we need to change from forms based on competition, hierarchy and exploitation to forms based on co-operation, egalitarianism and sustainability:

From both my research and my lived experience, it seems clear to me that the approach we need to address climate change will not be produced by the hierarchical, top down, unequal organisations that are dominant in society today – but rather by an approach like this:

These “Team Earth” posters were of course produced in response to Tony Abbott’s “Team Australia”. The posters express to me the values we really need to address climate change: a recognition that we’re all in it together, and an inclusive approach.

We need:

to go beyond climate change and live in sustainable communities – communities that are flatter, networked, egalitarian and inclusive, and recognise themselves as part of an ecosystem.

In other words, we need to change ourselves.

4. Arctic sea ice report

Arctic sea ice melting has now reached its maximum extent. This year was almost exactly the same as 2013, and the sixth lowest on record.

The black line is the 1981-2010 average, the dotted line the 2012 record and the blue line the former 2007 record. Shading represents plus or minus 2 standard deviations.

Volume was also up a bit but still in trend decline.

What this masks is a continued decline in the proportion of older, thicker ice. An increasing proportion is first year ice. At Carbon Brief:

During the 1980s or 1990s, in an average year, around 54 to 58 per cent of ice in the Arctic would be first-year ice. Last year it was 77 per cent.

5. New York UN meeting

Last week some 125 leaders met with the UN Secretary General and each other in New York to indicate what their post 2020 emissions reduction targets might be. I reported on the outcomes here, but it seems that readers of this blog are put off by titles like the one I used.

Problem is, the bad news is getting worse and is not being addressed sufficiently by world leaders. Emissions increased by 2.5% in 2013. Every year the emissions increase the harder the problem becomes. It’s not a case that action is just delayed; we are using up a carbon budget that by some estimates is already in the red.

Of the major emitters only the EU was specific, nominating 40% by 2030, subject to confirmation. Not enough. There were indications that China will give concrete numbers when formal proposals are submitted next March. However, their current rate of increase is quite dramatic, as this graph shows:

My expectation is that at best, when the bids are in, our path will match the RCP4.5 scenario (the scenarios are numbered according to the climate forcing pertaining to CO2 levels with the forcing expressed in watts per square metre).

A new report puts the situation this way:

Nevertheless, the report said there is still a “gigatonne gap” between governments’ current carbon-reduction pledges and what will be needed to limit overall warming to 2C.

Delivering on current policies would only succeed in reining warming back from 4C to 3C, it predicted. The United Nations’ New York 2014 and Paris 2015 climate summits will be crucial in securing an improved deal, the report said. (Emphasis added)

Indeed. In New York on our behalf Ms J Bishop said the Government would consider what post-2020 emissions might be, but consistent with the need for economic growth. I think in her mind this means banking on cheap coal as our dominant power source.

I believe that Australia should put on the table for the 2015 negotiations a trajectory of 40 to 60 per cent below 2000 levels by 2030 and net carbon zero by 2050.

The road to Perdition

Six years ago I penned a post Last exit on the road to Perdition. It began like this:

    “Damn! I think we just passed the last exit for the Holocene!”

    “I’m sorry, honey, I wasn’t looking.”

    “We have to get off this highway. What’s the next exit?”

    “It’s a long way ahead. Goes to somewhere called Perdition.”

Those words were from a column by Gwynne Dyer, who had just spent a couple of months talking to leading climate scientists and security officials for his book Climate Wars (2009). He saw no happy outcomes.

Unfortunately the post falls in a gap in the Larvatus Prodeo record in 2008, but I was reminded of the analogy when I saw this graph from the Global Carbon Budget 2014 report (thanks to John D for the heads-up at Saturday Salon; there are articles by Canadell and Raupach at The Conversation and by Mat Hope at Carbon Brief):

Armageddon is RCP8.5 and a 4°C climate. That’s where civilisation as we know it is in play. Also there is nothing to suggest that the climate would stabilise at that level. Vast beds of methane could be released, the tropical forests would likely burn off, fertile river deltas would be flooded, corals could disappear for a few million years and climate could head for 6°C or more.

Canadell and Raupach say that

    economic models can still come up with scenarios in which global warming is kept within 2C by 2100, while both population and per capita wealth continue to grow.

2°C is still attainable, which is at best borderline dangerous, but would require beyond zero emissions, that is:

    the deployment of “negative emissions” technologies during the second half of this century, which will be needed to mop up the overshoot of emissions between now and mid-century. This will involve removing CO2 from the atmosphere and storing it in safe places such as saline aquifers.

    These technologies are largely unavailable at present.

If we keep on growing emissions at 2.5% per annum for a few more years, the best on offer will be peaking by 2040, in other words RCP4.5. That’s the road to Perdition. On current form I suspect that’s where we are heading. The following graph shows that the EU was the only major emitter to reduce emissions in 2013:

In per capita terms China has now surpassed the EU:

Please note the y-axis is calibrated in tonnes of carbon. For CO2 multiply be 3.67.

As John D pointed out:

    There have been other striking changes in emissions profiles since climate negotiations began. In 1990, about two-thirds of CO2 emissions came from developed countries including the United States, Japan, Russia and the European Union (EU) nations. Today, only one-third of world emissions are from these countries; the rest come from the emerging economies and less-developed countries that account for 80% of the global population, suggesting a large potential further emissions growth.

    Continuation of current trends over the next five years alone will lead to a new world order on greenhouse gas emissions, with China emitting as much as the United States, Europe and India together.

For a couple of years now, the world had decided that we will make up our minds about what post-2020 targets we will aim for by Paris in December 2015, but the implementation phase does not begin until 2020. Kyoto was a top-down mitigation strategy. This time it will be bottom-up. Every country will set it’s own pace within a framework of “common and differentiated responsibility”. The worry is that the national interest trumps the common good. The UN meeting in New York gave some idea of the early form.

Carbon Brief tried to pick the eyes out of the announcements. Here’s a selection:

  • The US has directed federal agencies to consider climate resilience when designing programmes and allocating funds, and will share data from NASA and NOAA and help train developing countries’ scientists. Oxfam says it’s not revolutionary.
  • China will peak emissions “as early as possible”. That’s new for official language, perhaps they’ll put a date on it next year.
  • The EU will aim to cut emissions by 40% by 2030, subject to confirmation by the European Commission.
  • The Netherlands and Belgium both pledged to cut emissions in line with the EU’s regional goal of cutting emissions by 80 to 95 per cent by 2050, compared to 1990 levels. Denmark reminded the conference it aims to be fossil fuel free by 2050.
  • India did the usual – called on developed countries to show more leadership, said it would act on climate change, but on its own terms. It aims to double the amount of energy from wind and solar by 2020, they’ve said that before.
  • Indonesia said it will cut emissions by 26% by 2020, rising to 40% if it gets international help to do so.
  • Malaysia said it has a target to reduce emissions by 40% by 2020, and was on track to do so. Ethiopia said it was still committed to making its economy zero carbon by 2025.
  • Some money is flowing into the UN’s Green Climate Fund to help developing countries. France pledged $1 billion, Denmark $70 million, South Korea $100 million, Norway $33 million, Switzerland $100 million, Czech Republic $5.5 million and Mexico $10 million and Luxembourg $6.4 million. Before the summit, Germany had pledged $960m. The EU also announced it would channel $2.5 billion to developing countries during 2014-2015, with a focus on adaptation and mitigation.
  • One of the big announcements at the summit was the New York declaration on forests, signed by 27 nations, eight regional governments, 34 multinational corporations, 16 indigenous peoples’ groups and 45 NGOs. It builds on a range of existing agreements including the Warsaw framework for reduced deforestation agreed last year.

    The declaration is a voluntary commitment to “at least halve” loss of natural forest by 2020 and “strive to” end it by 2030. It is not legally binding and Brazil, one of the world’s largest rainforest nations, is not a signatory.

All that is fine and good, but frankly underwhelming. As I have already quoted David Spratt:

    We have to come to terms with two key facts: practically speaking, there is no longer a “carbon budget” for burning fossil fuels while still achieving a two-degree Celsius (2°C) future; and the 2°C cap is now known to be dangerously too high.

We dawdle towards 2015 and 2020 while options close off or become harder. Perdition looms.

Offset credit trading

Australia’s successful RET emission trading scheme is an Offset Credit Trading Scheme (OCTS) that has been quietly driving investment in utility scale renewable energy since 2001.  Best of all, it has been doing this without causing any dramatic increase in power prices or political pain.  This quiet success  means that few Australian’s have heard of the RET scheme let alone understand what offset credit trading is.

Climate sceptic heads RET review

The law says that the Renewable Energy Target (RET) should be reviewed every two years, so a 2014 review is mandatory.

The law also says that the review should be undertaken by the Climate Change Authority (CCA), which still exists courtesy of the senate. The CCA in a draft report on the emissions target suggested the current 5% emissions reduction target was not enough if we are to pull our weight in the world. In the text they appeared to favour a 25% target, but recommended at least 15% pointing out also the an additional 4% could be added courtesy of Kyoto credits.

I believe the RET has been one of the more successful factors in restraining emissions.

Giles Parkinson reported two months ago now that the RET Review will be headed by Dick Warburton, a climate change “denier”. Warburton told RN’s AM program that the science was not settled.

I am not a denier, nor a sceptic actually, of climate change per se. What I am sceptical is the claims that man-made carbon dioxide is the major cause of global warming. I’m not a denier of that, but I am sceptical of that claim.

When asked whether he believed renewable energy had its role to play in Australia’s energy mix Warburton replied:

Yes it does. Renewable energy does have a place to play. The review is asking us to look to see whether it is an efficient and effective way of doing it as we’re doing it at the moment.

warburton_250I understand he did overtly oppose carbon pricing.

In my opinion Warburton is a denier. Given the degree of certainty in the science you either accept the science or deny it. There’s no room left for fence sitting. That being said, Warburton had a fine reputation as a businessman leading Dupont’s Australian operations, was used by the Keating government in industry renewal, has been a member of the Reserve Bank board and has had various company board roles.

It has emerged that Warburton has been the subject of an investigation into his role as a former director of a firm involved in Australia’s worst foreign bribery scandal. I would suggest that Abbott has done his due diligence and found him in the clear.

Both Abbott and Macfarlane have been emphasising their concern over renewables contributing to the cost of electricity. A second panelist is Matt Zema, the CEO of the Australian Energy Market Operator. As such he was responsible for a study recently

that found 100 per cent renewables would be possible in Australia, and concluded that the cost of electricity would be little different to business as usual, although AEMO declined to do a full cost analysis.

Greg Hunt parrots his boss’s concerns:

“We are a government that is unashamedly doing our best to take pressure off manufacturing and households through anything that can lower electricity prices,” he said in a theme frequently repeated by the conservative government.

If they are concerned about the future cost of electricity they could begin by looking at the policy of privatisation, found to be “a dismal failure” by Professor Quiggin.

A third panel member, Shirley In’t Veld, is the former head of WA government owned generation company Verve Energy which

has had a history of snubbing renewable energy and chose instead to invest in the refurbishment of the ageing Muja coal-fired generator. The refurbishment has proved to be a financial disaster, with the WA government admitting that nearly $300 million had gone down the drain.

The fourth member is Dr Brian Fisher, the former long-term head of ABARE until he left for private enterprise in 2006 to head up a fossil fuel lobby group, Concept Economics. At ABARE he gained notoriety for his positions on climate policies and is a noted free-market hardliner. Under Fisher:

ABARE was responsible for the infamous “MEGABARE” model that made Australia a laughing stock in connection to the Kyoto negotiations.

Sounds like a merry crew, Abbott’s idea of ‘balance’, and bound to add to the climate recalcitrance now so common in the Anglo-Saxon world.

There is a question as to whether the LNP deliberately lied and misled the public prior to the election. The SMH cites specific bi-partisanship as late as July 2013. Labor’s view:

“At every possible point, they tried to assure the community that there was a bipartisan consensus around the RET, and therefore the growth of renewables,” Labor climate change spokesman Mark Butler says. “What’s clear now is that it was just an utter falsehood.”

Albo:

“They made it very clear; Greg Hunt staked his reputation on the maintenance of the renewable energy target,” he told said in the island state of Tasmania.

“It’s important for jobs. It’s important in terms of positioning Australia as a clean energy economy into the future.

“We’ll wait and see what they do but we’ll be holding them to account,” Mr Albanese said.

Update: Giles Parkinson tells how the Warburton Review is getting down to business today by looking at what the RET of 20% means. Presently it is a number – “41,000GWh of large-scale developments and an uncapped amount of small-scale generation”. It seems that more than half of that number can be made to disappear by changing definitions.

1.Three reports

First, the Climate Change Authority released a Draft Report of its Targets and Progress Review.

I have a draft post in the bin, which I’ll publish after Easter. Labor are likely to adopt the enhanced targets it recommends, whereas the LNP have confirmed they won’t go beyond 5% by 2020.

Second, I’m working on a post on the IPCC’s second report in the current series, released on 31 March Impacts, Adaptation and Vulnerability. To get a head start you can follow the links from the report website.

I should be able to finalise the post for the week after Easter.

Third, the Summary for Policymakers of the IPCC’s third report Climate Change 2014: Mitigation of Climate Change was released on Monday. I hope to tackle it over Easter, aiming for publication the second week after Easter. The ABC has comment: politicians and Frank Jotzo and John Connor. The Carbon Brief has a lot of useful material.

2. The cost of mitigation

The IPCC mitigation report puts the cost of action at 0.06% of GDP, but calculating the cost is complex, especially when looking at the damage caused by doing nothing.

Researchers Rosen and Guenther find that the economic modelling is not possible, there are too many variables and too many unknowns.

Yet crisis trumps uncertainty, we have no real choice but to act.

3. Trouble in the vineyards

Early ripening is becoming a huge problem for growers and wineries.

growers say they’re having trouble processing their crop because it’s ripening too quickly.

Researchers are blaming climate change, with warmer conditions and drier soils accelerating the ripening process.

4. Microbes cause Permian–Triassic extinction?

The Permian–Triassic extinction event, commonly known as the Great Dying, was responsible for the extinction of roughly 90% of all life on Earth.

According to new research at MIT the event may have been caused by microbes.

The team’s research indicates that the catastrophic event was in fact triggered by the tiniest of organisms, a methane-releasing microbe called Methanosarcina. New evidence suggests that at the time of the extinction, the microbes appeared in massive numbers across the world’s oceans, spreading vast clouds of the carbon-heavy gas methane into the atmosphere. This had the effect of altering the planet’s climate in a way that made it inhospitable to most other forms of life inhabiting Earth at that time.

5. Land clearing returns to Qld

According to The Wilderness Society the Queensland Government has approved the clearing of 30,000 hectares at Strathmore Station in the Gilbert River catchment in the Gulf country, which will add the equivalent of 4.2-6.6 million tonnes of carbon dioxide into the atmosphere, the same as running up to another 2.6 million cars on our roads.

Strathmore wants to clear another 70,000 hectares. Together with another proposed Gilbert River project, IFED’s so-called Etheridge mega farm, the two schemes would clear and flood 200,000 hectares of land.

That would be like bulldozing a 10km wide strip for 200km.

6. Instruments of persuasion

Dr Rod Lamberts of the Australian Centre for Public Awareness of Science at the ANU says it’s time to dump science and facts as instruments of persuasion in favour of advertising and marketing. He says we need to appeal to people’s emotions, which will

have a stronger effect than trying to appeal to their brains via some kind of, you know, fact channel.

But please note, the facts are needed to support the campaign:

If the goal is to affect change, then I believe we need to step more into the realms of advertising and marketing and so on, in terms of delivering messages that are supported by what the science is telling us, but don’t have the science in those messages. (Emphasis added)

Jane Caro agrees on the need for a different approach:

Facts have never changed anyone’s mind about anything, sadly. It’s very hard for scientists to understand this, because they’re highly rational people, but in actual fact, no-one has ever been rationalised out of a belief.

There are only two things that change people’s attitudes and behaviour, particularly their behaviour, and they’re two emotions, and they’re hope and fear.

Again, facts and the science are surely needed to rationalise a changed belief. Beliefs need reason to support them.

Who mounts and pays for an advertising and marketing campaign? We look to governments, but in Australia they are the actual problem.

7. Direct Action less popular than the price on carbon

Meanwhile Essential Media Communications have done a survey of opinion that shows Direct Action distinctly less popular than the price on carbon. In terms of age, there is a tipping point beyond which the doubters predominate and it’s age 55. Abbott’s climate policy may come back to bite.

as the flat-earthers take control of the Federal Government, more Australians than ever have come to the conclusion that the Earth is in fact round.

Changing our policymakers seems the best way home but then Labor needs to offer more than tokenism. In my opinion Labor politicians should be the prime target group. The current mob won’t change without a spell in opposition and transformational ideological renewal.

1. Blue sky

After the last election some friends of my younger brother, feeling blue, decided to turn blue into an optimistic colour, and invented the Blue Sky movement. To join all you have to do is ‘like’ the Facebook site put something blue on your front footpath visible from the road, take a photo and post it on the site. Yes, and take the Blue Sky Pledge, which includes reducing your own emissions, displaying blue for 12 months, and encouraging others to join.
