1. Court challenge will test coal mining’s climate culpability

A new legal challenge to the proposed Carmichael coal mine – Australia’s largest – will test in the federal court whether climate change caused by greenhouse gas emissions should be taken into account when assessing prospective coal licences in Australia.

The challenge, by the New South Wales Environmental Defenders Office on behalf of the Mackay Conservation Group, will argue that federal environment minister Greg Hunt failed to take into account the climate impact of greenhouse gases emitted by the burning of coal from the Carmichael mine when assessing whether to grant its licence.

It cites the impact of global warming on the Great Barrier reef, an area of world and national heritage, as a relevant consideration which the minister should have been taken into account.

The linked article cites some of the legal precedents, which show that this case is far from vexatious or frivolous.

2. Queensland Labor renews support for coal

Outgoing deputy Labor leader, Tim Mulherin, said coal remained “an important and vital energy source for Queensland and the rest of the world”.

Thermal coal from nine proposed projects in the Galilee, when burned in export markets such as China and India, would produce an estimated 705m tonnes of CO2, more than Australia’s total greenhouse gas emissions of 542m tonnes a year.

However, Labor in not going to spend hundreds of millions of dollars on building the railway line to the coast.

3. Humanity is in the existential danger zone

Back in 2009 a team lead by Johan Rockstrom of the Stockholm Resilience Centre identified nine planetary boundaries we should not cross if we are to avoid undermining the biophysical systems upon which our species depends. These nine boundaries are climate change, ocean acidification, stratospheric ozone depletion, alteration of nitrogen and phosphorus cycling, freshwater consumption, land use change, biodiversity loss, aerosol and chemical pollution.

A new paper led by Will Steffen of the ANU and the Stockholm Resilience Centre argues that climate change along with “biodiversity integrity” should be recognised as core elements of the Earth system. We are in trouble with both.

The world as we know it developed during the Holocene from which we are rapidly departing. We need urgently to get atmospheric concentrations of CO2 back to 350 ppm.

Background extinction rates without human impacts are thought to be about ten a year per million species.

Current extinction rates are anywhere between 100 to 1000 times higher than that.

4. Catholics in Australia join global movement to curb climate change

Australia’s Catholics are preparing to step up campaigns to address climate change ahead of an expected call to action by Pope Francis.

The Global Catholic Climate Movement, an international coalition of Catholic groups including Catholic Earthcare Australia, was launched on Thursday to bolster support for a global climate treaty at the Paris summit planned for December.

5. NOAA declares 2014 the hottest

NOAA has declared 2014 the hottest year to date with this graphic:

If you drew parallel trend lines from about 1970 it would be full bore ahead with 1998 a slight outlier.

At Climate Central we are told that 13 of hottest 15 years on record have all occurred since 2000. The odds of that happening randomly without the boost of global warming are 1 in 27 million.

6. Sea level rise

There’s been some excitement about a new study of sea level rise. The difficulty in establishing long term trends is that prior to the satellite era (1979, I think) it has been very difficult to establish what happened. Data is globally patchy and incomplete. Tide gauge measurements suffer because the wind blows the water around, and the land that it is referenced to might be rising or sinking.

The clearest account of the new research by Carling Hay and others I’ve found is at Carbon Brief. Hay et al found sea levels from 1900 to 1990 to be 1.2 mm pa on average, lower than the 1.5 previously thought. This makes current sea level rise some two and a half times faster, with the implication that ice sheets a contributing more than previously thought.

Over at RealClimate Stefan Rahmstorf gives a technical review of the state of play. He regards the new research as important, but his bottom line is this:

Ultimately, it is not clear down to what level of accuracy we will ever know the sea level evolution over the past hundred years or so. But for practical purposes, I don’t think it matters whether the rise from 1900 AD has been 3 centimetres more or less. I do not think this changes our outlook for future sea-level rise in any significant way.

But if I understand him correctly, he would already have been considerably concerned about the decay of ice sheets and how that process could accelerate. However, he strikes me as wanting to be super careful not to run ahead of the data, which is entirely commendable.

One comment was that this research could add a metre to prospective sea level rise this century. I think Rahmstorf is suggesting that is premature.

1. Denmark winds up wind

In January of 2014, Denmark got just over 61% of its power from wind. For the whole of 2014 it was 39.1%, a world record.

Their leadership is working well for them. Nine out of ten offshore turbines installed globally are made in Denmark. They plan to be fossil fuel free by 2050.

Elsewhere Germany and the UK smash records for wind power generation. Scotland hopes to be fossil fuel free by 2050.

On Boxing day rooftop solar met one third of South Australia’s demand and at least 30% from 11.30am to 3.30pm. Bonaire (pop. 14,500), a small island off the coast of Venezuela, said goodbye diesel and hello 100% renewable electricity.

California Gov. Jerry Brown last week called for

the state’s electric utilities to boost their renewable energy procurements to 50% of retail electric sales and discussed future initiatives to support rooftop solar, battery storage, grid infrastructure and electric vehicles.

As Bill Lawry would say, “It’s all happening!”

2. 2014 the hottest year

The first set of figures is in, this time from the Japan Meteorological Agency, showing 2014 as the hottest year so far:

The red line is the long-term linear trend.

The blue line is the 5-year running mean.

Australia had the third hottest year on record.

3. Chinese three-wheeler is for real!

From John D’s Gizmag collection we have the Spira4u three-wheeler car:

It’s not a toy, it’s a serious car which has gone into pilot production as a 10 kW electric or a fuel-injected 150 cc version with an economy of 2.94 l/100km (80 mpg).

It has a handy parking option:

4. California starts to build a high-speed rail system

The first phase of California’s high-speed rail system will be a 29-mile stretch from Fresno slightly north to the town of Madera. From there the project will link up with urban centers like Los Angeles and San Francisco, eventually allowing commuters to travel between those two cities at 220 mph and cutting the trip from nearly six hours to less than three. The system will eventually extend to Sacramento and San Diego, totaling 800 miles with up to 24 stations.

The full rail system should be in use by 2028.

5. Solar at grid parity in most of world by 2017

At RenewEconomy:

Investment bank Deutsche Bank is predicting that solar systems will be at grid parity in up to 80 per cent of the global market within 2 years, and says the collapse in the oil price will do little to slow down the solar juggernaut.

6. When you are in a hole, stop digging!

From a study in the journal Nature:

“Our results suggest that, globally, a third of oil reserves, half of gas reserves, and over 80 percent of current coal reserves should remain unused from 2010 to 2050 in order to meet the target of 2°C,” write authors Christophe McGlade and Paul Ekins of University College London.

Keeping the increase in global temperatures under 2°C will require vast amounts of fossil fuels to be kept in the ground, including 92 percent of U.S. coal, most of Canada’s tar sands, and all of the Arctic’s oil and gas…

In 2013, fossil fuel companies spent some $670bn on exploring for new oil and gas resources. The figure should be zero.

7. Climate change will create more environmental refugees

Natural disasters like Typhoon Haiyan—which devastated the Philippines in 2013 displace more people than war, according to the Internal Displacement Monitoring Center in Geneva. And as climate change sets off increasingly lethal natural disasters, so will the numbers of environmental refugees increase, Reuters reported.

It is a reality that governments must prepare themselves for. In 2013, some 22 million people were displaced by extreme natural disasters like typhoons, earthquakes and tsunamis, a number three times the number of those who were forced to migrate because of war, according to the IDMC.

Earlier this summer New Zealand accepted a family who cited climate change as the reason why they had to flee their homeland, thought to be the world’s first official environmental refugees.

1. Pope Francis becomes active on climate change

Pope Francis is going to give climate change action a red hot go in 2015:

In 2015, the pope will issue a lengthy message on the subject to the world’s 1.2 billion Catholics, give an address to the UN general assembly and call a summit of the world’s main religions.

The reason for such frenetic activity, says Bishop Marcelo Sorondo, chancellor of the Vatican’s Pontifical Academy of Sciences, is the pope’s wish to directly influence next year’s crucial UN climate meeting in Paris, when countries will try to conclude 20 years of fraught negotiations with a universal commitment to reduce emissions.

He also wants to change the financial system from one based on raw consumerist exploitation to one based on ethics which respect ecological principles. He should have a chat with Naomi Klein!

Giles Parkinson has more at RenewEconomy, including the note that Pope Benedict kicked things off by buying carbon credits in the form of a Hungarian forest to make the Vatican carbon neutral, and the possibility that the Catholic church may divest funds invested in the fossil fuel industry.

2. 2014: the year climate change undeniably arrived

John H. Cushman Jr. at InsideClimate News in reviewing the year thinks 2014 was the year climate change undeniably arrived. It was the hottest year ever, the science became conclusive, and a mushrooming climate movement pressed world leaders to act, which to some extent they did.

On the science, he was referring mainly to the IPCC report where already in 2013 the Physical Science Working Group moved the probability of human causation up a notch from “very likely” (>90%) to “extremely likely” (>95%) which is about as good as it gets. In the Synthesis Report of 2014 the language was ramped up saying that harm from greater warming if we stay on the current course could be “severe, pervasive and irreversible.”

Action looked promising with mitigation pledges by the EU, China and the US, also the UN climate talks at Lima.

On the “mushrooming climate movement he is talking about a:

phenomenon that emerged in a spectacular way in September, on the eve of Ban Ki-moon’s UN summit—the coming of age of a new popular movement demanding climate action now.

Hundreds of thousands of marchers filled the streets of Manhattan, curb to curb for 50 blocks or more. Their presence attested to a new dynamic in which inside-the-beltway lobbyists and well-heeled think tanks joined forces with grassroots anti-fracking and anti-pipeline protestors, in which labor unions and school kids found common cause.

A fine effort, but then, you see, sensible voters stayed at home and allowed the Republicans to take over Congress.

3. Precarious Climate

Climate and political blogger James Wight at Precarious Climate reviews the year, kind of, mostly by listing his best posts.

The last, Australia continues climate obstructionism in Lima, was an excellent wrap of the Lima talks. I was not aware (I’d wondered) that Julie Bishop is a climate denier, along with Andrew Robb, just the pair we needed to represent us at international climate talks.

4. Utility scale solar surges

But not in Australia:

The big surge is in Asia and North America, but other continents have come to life through installations in Chile and South Africa.

5. Production of shale oil increases

The production of shale oil in North Dakota has increased month by month in 2014, in spite of falling prices.

Meanwhile falling oil prices have hidden a new global warming fee on the purchase of gasoline in California.

6. Compressed air technology

Not everyone reads the discussion threads, so I’m repeating here some links made by Jumpy to compressed-air technology.

Danielle Fong with her company LightSail Energy is bringing compressed-air energy storage technology to the market.

Both Peugot and Citroën are developing compressed-air hybrid cars that use 2 litres per 100 kilometres of fuel. Apart from the hybrid compressed-air powertrain both cars are using light-weight materials and aerodynamics to improve economy. The also have narrow tyres pumped up high.

Of course these cars use twice as much fuel as the electric hybrid Volkswagen XL1 which plans to put 250 cars on the road, at a price. That article is from July 2013 – not sure how they are going.

1. Abbott appoints fruitcake to assist Greg Hunt

He says he’s not a denier or a sceptic, so let’s just call him a fruitcake. In the recent ministerial reshuffle Bob Baldwin has been moved from Parliamentary Secretary to the Minister for Industry to Parliamentary Secretary to the Environment Minister.

Baldwin told the Chinese that the climate had been changing for millions of years and we wouldn’t have coal, oil or gas without climate change. That’s a typical denialist tack. Elsewhere he quoted that well-known authority on everything, Queensland radio shock-jock Michael Smith. If the atmosphere was a bridge a kilometre long, he said, the first 770 metres would be nitrogen, the next 210 metres oxygen, and so on until you come to CO2. Australia’s contribution of CO2 is the equivalent to 0.18 millimetres, the width of a human hair.

2. Bernie Fraser sends a Christmas message to Abbott

Basically, keep the Renewable Energy Target (RET), it all you’ve got, and the Emissions Reduction Fund (ERF) may not meet its initial target of 5% emissions reductions by 2020. In any case it is not scalable to meet the targets we are likely to be committed to post 2020.

The Climate Change Authority has just completed its review of the RET and a review of the Carbon Farming Initiative (CFI), as mandated in the establishing legislation. I’d recommend reading Bernie’s Chairman’s Statement.

The CCA recommends extending the achievement date of the RET by up to three years, but this is the big picture:

The Authority has argued consistently throughout its short life that an effective policy response to the risks of climate change requires favourable winds on at least two fronts:

• first, a broad community consensus that climate change poses real risks to the community; and

• secondly, a well-stocked toolbox to be able to tap into opportunities to reduce emissions wherever they occur.

Neither exists today. The earlier broad political consensus has ruptured in recent years, and no early repair is in prospect. And the tool box is feeling less weighty, with the removal of the carbon pricing mechanism, an unproven ERF, and an uncertain outlook for the RET.

3. Harper flags carbon price rethink for Canada

Before Christmas when Tony Abbott was asked what he’d achieved as Minister for Women he nominated dumping the carbon tax. At the same time the Canadian PM Stephen Harper, Abbott’s soul-mate on climate policy, suggested that he was open to a country-wide carbon pricing scheme similar to the one implemented in Alberta.

In Alberta, energy heavy polluting companies are required to reduce their energy intensity, or improve their energy efficiency, annually. If they don’t, they must contribute to a technology fund at $15 a tonne for carbon emissions.

“I think it’s a model on which you could, on which you could go broader,” Harper said in Wednesday’s interview.

4. Tesla pilots battery swap

Tesla is opening a battery swap station between Los Angeles and San Francisco on a pilot basis to see whether the idea goes anywhere. Zachary Shahan, the author of the linked piece, suggests perhaps not. The swap must be done by appointment and although it may be completed in less than a minute it would cost almost as much as a tank of premium. The alternative is free Supercharging for Tesla owners.

5. Technology on the move

In the same issue of RenewEconomy as the Tesla battery swap item above were three other technology announcements.

First, the ASX listed company Algae.Tec has issued rights to raise capital to build an algae biofuel plant in India.

Second, the ADF is looking to replace diesel generation with renewable energy to power Bathurst Island, north of Darwin, probably wind and solar.

Third, a solar plant that floats on water is being launched in South Korea.

6. Banks begin to take climate risk seriously

The large investor Australian Super has been asking banks about their climate change risk policies. It sounds as though banks are pretending to be more active than they really are, but it is clear that the investment landscape has changed forever. If the banks have not been actively concerned, they soon will.

Former Coalition opposition leader John Hewson, who chairs the Asset Owners Disclosure Project

is considering “naming and shaming” how the world’s 1000 biggest banks are responding to carbon risk, something it already does for pension funds.

1. Growth in CO2 slows

Global carbon dioxide (CO2) emissions from fossil fuel use and cement production grew 2% in 2013 to the new record of 35.3 billion tonnes of CO2. This was about half the average for the last 10 years and less than global GDP growth of 3.1%.

2. Aradhna Tripati gets a gong

The Center for Biological Diversity presented its third annual E.O. Wilson Award for Outstanding Science in Biodiversity Conservation to Dr. Aradhna Tripati for her groundbreaking research on carbon dioxide’s role in climate change.

Tripati’s work revealed that the last time CO2 levels were as high as they are today was 15 million to 20 million years ago, when the distribution of plants and animals was dramatically different, global temperatures were 5 to 10 degrees warmer, and the sea level was 75 to 120 feet higher than today. Her research suggests that the CO2 threshold for maintaining year-round Arctic ice may be well below modern levels.

Converting from Fahrenheit to Celsius and feet to metres that would make 2.7 to 5.5°C and 23 to 36 metres.

I would caution that the shape of the ocean basins may have been different, but these are alarming findings.

3. 1000-year drought history of Queensland and New South Wales

By analysing ice cores Australian scientist have found that there were eight droughts in the last millennium that lasted more than five years, with one of the so-called mega droughts lasting for almost 40 years. That was back in the 12th century.

This tends to indicate that the Millennium Drought and the Big Dry from 1997 to 2009 were not unusual.

From the official news release:

Explaining the findings, Dr Vance said the ice core analysis had significantly enhanced our understanding of a relatively poorly understood phenomenon known as the Interdecadal Pacific Oscillation (IPO).

The IPO describes a roughly 25-year cycle in the sea surface temperature, wind and other factors in the Pacific Ocean.

The IPO’s positive phase is closely linked with longer and more severe droughts in the United States and Australia. The risk of droughts occurring in Australia is higher during the IPO’s positive phase.

I’m not questioning the findings but how drought in Queensland and NSW can be derived from drilling ice cores in the Antarctic is not immediately obvious.

Where does this leaves global warming? The authors don’t say, but the clear implication is that severe droughts are part of the natural cycle. Warming is a given. The most recent analysis I recall is that drying along the southern edge of the continent has a climate change component. North of the Victorian border there is uncertainty.

4. Lifters or leaners?

Or backmarkers. UK PM David Cameron thinks Australia does not want to be a “backmarker” on climate change action. Global pressure will make us do more. Has he met our Tones?

Christian Downie thinks the real achievement of the Lima climate talks

wasn’t the goals set, but the fact that international talks like these make it increasingly hard for breakaway countries to ignore the issue.

John Kerry spells it out:

“If you are a big developed nation and you do not lead, you are part of the problem.”

Part of the problem indeed, and perhaps an active climate change vandal. Kieran Cooke reports that in Lima Australia was “lobbying for rules that undermine the integrity of the emissions accounting system”.

5. Antarctic sea ice

One of the conundrums of climate science has been the question of why the Antarctic sea ice has been expanding. Eric Steig at RealClimate takes a detailed look. One of the complexities is that the sea ice is expanding in some places and contracting in others. This, he says, rules out simplistic notions like an increase in westerly winds.

However, if you take into account the changes in all the wind patterns in the Antarctic you get a better match, indeed a good match.

Finally Steig says:

Not incidentally, changing winds also have a lot to do with what’s been happening to the Antarctic ice sheet (meaning the land-based glaciers, distinct from the sea ice). I’ll have another post on that later this month, or in the New Year.

1. Australia targeted as climate change obstacle

I pointed out that Australia is the dunce of the class on climate change according to the Climate Change Performance Index 2015.

Elsewhere the French are already considering how to cope with Australia’s and Canada’s negativity at the Paris conference next December.

2. Seeney in denial on sea level rise

That dipstick Jeff Seeney, Deputy Premier in Queensland, has directed the Moreton Council to remove all reference to sea level rise from, its planning documents:

“I direct council to amend its draft planning scheme to remove any assumption about a theoretical projected sea level rise from all and any provision of the scheme.”

The council had made provision for a possible 0.8-metre rise in sea level by the year 2100. Seeney says:

“I am prepared to protect the property rights of Queenslanders in other council areas should this issue arise again.”

Who is going to protect them from him? The Local Government Association of Queensland (LGAQ) is seeking legal advice.

Seeney claims the issue has nothing to do with climate change! Denial doesn’t come clearer than that!

3. West Antarctic melt rate has tripled

A NASA study has done a thorough analysis of the land ice melting in the Amundsen Sea Embayment where the glaciers are melting faster than any other area of Antarctica.

The rate of loss accelerated an average of 6.1 gigatons per year since 1992, but now the rate is increasing by 16.3 gigatons per year.

The total amount of loss averaged 83 gigatons each year over the whole period, that’s the equivalent of losing the weight of Mt Everest (not just the ice on it) every two years.

4. Warmer seas could cause faster melting of Antarctic ice

A separate study has found that the seas around Antarctica are warming, which could increase ice shelf melting.

Ice shelves float, so the melting does not cause sea level rise, but they buttress the land glaciers. Take away the ice shelves and the glaciers flow faster.

5. New large scale battery storage in Germany

Belectric and Vattenfall have opened new large-scale battery energy storage system at the Alt Daber solar power plant in Germany. The facility uses lead-acid batteries.

For the system to be economical without any financial support, costs will have to come down by around a third.

6. Solar and wind energy backed by huge majority of Australians

Solar and wind energy enjoy strong support from the Australian public, with 80% of people putting them both among their top three energy choices in a poll for the Australia Institute.

By contrast, coal and coal seam gas were chosen by 35% and 38% of those polled as being among the best three future energy sources.

A separate review of medical literature by the Australia Institute debunked the fear that wind power damaged people’s health, finding “no credible evidence” directly linking exposure to turbines with negative health effects.

Nine out of 10 people said they wanted more solar energy.

Six in 10 people said they were concerned about the impact of coal and coal seam gas on the landscape.

7. UNSW researchers set world record in solar energy efficiency

Solar researchers working at the University of New South Wales (UNSW) claim to have produced a system that converts over 40 percent of incoming sunlight into electricity, thereby taking the title of highest solar efficiency for a photovoltaic system ever reported.

“This is the highest efficiency ever reported for sunlight conversion into electricity,” said UNSW Professor Professor Martin Green, Director of the Australian Centre for Advanced Photovoltaics (ACAP).

8. The end of coal as we know it

And oil for that matter.

Graham Readfearn in Lima at the climate Conference of Parties has found these items in the negotiating text:

Parties’ efforts to take the form of:

a. A long-term zero emissions sustainable development pathway:

Consistent with emissions peaking for developed countries in 2015, with an aim of zero net emissions by 2050; in the context of equitable access to sustainable development;…

Consistent with carbon neutrality/net zero emissions by 2050, or full decarbonization by 2050 and/or negative emissions by 2100;….

He understands they were put there by Norway, the Marshall Islands, Sweden and the AILAC grouping of countries consisting of Chile, Colombia, Costa Rica, Guatemala, Peru and Panama.

Andrew Robb Bishop have noticed and are complaining. It will be interesting to see whether the statements stay.

Readfearn finds that a move for a zero emissions target is growing and Malte Meinshausen explains that it is inevitable if we are serious about staying within two degrees.

1. Super high speed rail

The Japanese have run an actual train with people in it at 500 km/h. The Chinese have built a train which can theoretically run at 1800 mph by encasing it in a vacuum tube.

It looks as though high speed rail could become a real alternative to air for intercity travel.

2. World’s first power-to-liquids production plant opens

The world’s first power-to-liquids (PtL) demonstration production plant was opened in Dresden on 14 November. The new rig uses PtL technology to transform water and CO2 to high-purity synthetic fuels (petrol, diesel, kerosene) with the aid of renewable electricity.

The article does not say how efficient the process is, but presumably less so than using the electricity directly.

3. World Bank focus on clean energy

The World Bank has traditionally been one of the world’s largest funders of fossil fuel projects. Now it:

will invest heavily in clean energy and only fund coal projects in “circumstances of extreme need”…

No doubt this policy stems from the bank’s commissioned report Turning down the heat.

4. Why the Peru climate summit matters

Hope has been injected into the Climate Change Conference in Lima, Peru, scheduled to run from 1 to 12 December by the recent US/China agreement. The optimism stems as much from the fact that the two largest emitters in the world are finally working together as the level of ambition. The EU has also recently pledged to cut emissions by 40 percent from 1990 levels by 2030.

Countries will be working on the text of the draft agreement for Paris in 2015.

Countries are expected to put forward their contributions towards the 2015 agreement in the form of Intended Nationally Determined Contributions (INDCs) by the end of March [2015]. These will then be used to craft the Paris treaty. The Lima gathering will help provide guidelines and clarity for what these INDCs must entail, especially for developing countries still reliant on fossil fuels to meet fast-growing energy demand needed to achieve developmental goals. These options could range from sector-wide emissions cuts to energy intensity goals to renewable energy targets.

We’ll be represented during the second week by Julie Bishop and Andrew Robb, a climate change denier. Seems Bishop went bananas when she found out, and Robb doesn’t want to be there anyway.

Giles Parkinson reports that we’ve sent a delegation of 14, the smallest in 20 years and probably not enough to be actively obstructive as we were in Warsaw last year.

Record hot years are often El Niño years. This year is a neutral ENSO year so far.

That’s so far; there is at least a 70% chance that El Niño will be declared in the coming months, according to the BOM. Looks like a hot, dry summer.

6. Germany’s largest utility gets out of the fossil fuel business

On Sunday, Germany’s biggest utility E.ON announced plans to split into two companies and focus on renewables in a major shift that could be an indicator of broader changes to come across the utility sector. E.ON will spin off its nuclear, oil, coal, and gas operations in an effort to confront a drastically altered energy market, especially under the pressure of Germany’s Energiewende — the country’s move away from nuclear to renewables. The company told shareholders that it will place “a particular emphasis on expanding its wind business in Europe and in other selected target markets,” and that it will also “strengthen its solar business.”

E.ON will also focus on smart grids and distributed generation in an effort to improve energy efficiency and increase customer engagement and opportunity.

“With its decision, E.ON is the first company to take the necessary steps from the completely changed world of energy supply,” German Economy Minister Sigmar Gabriel, said Monday.

7. The inconvenient truth of EU emissions

The Commission and European Environment Agency’s Progress Report on climate action says:

according to latest estimates, EU greenhouse gas emissions in 2013 fell by 1.8% compared to 2012 and reached the lowest levels since 1990. So not only is the EU well on track to reach the 2020 target, it is also well on track to overachieve it.

Kevin Anderson is not impressed:

The consumption-based emissions (i.e. where emissions associated with imports and exports are considered) of the EU 28 were 2% higher in 2008 than in 1990[1]. By 2013 emissions had marginally reduced to 4% lower than 1990 – but not as a consequence of judicious climate change strategies, but rather the financial fallout of the bankers’ reckless greed – egged on by complicit governments and pliant regulation.

Then he really gets stuck in:

In the quarter of a century since the first IPCC report we have achieved nothing of any significant merit relative to the scale of the climate challenge. All we have to show for our ongoing oratory is a burgeoning industry of bureaucrats, well meaning NGOs, academics and naysayers who collectively have overseen a 60+% rise in global emissions.

1. Australia’s coal and gas exports are being left stranded

Just four countries account for 80% of Australia’s fossil fuel exports – China, Japan, Korea and India.

China is on the verge of “peak coal”, rebalancing the economy away from energy intensive industry and introducing a national emissions trading scheme.

Japan is on an energy efficiency drive to reduce its fuel import bill.

Korea has introduced a tax on coal of AU$18 per tonne and is finalising an emissions trading scheme.

India has doubled its tax on coal which funds renewable energy projects and has signalled its intention to stop importing coal within 2-3 years.

Official forecasts are in denial.

2. Are Australian and US climate targets the same?

Environment minister Greg Hunt, Radio National, November 17:

If you use the full Kyoto period — 1990 to 2020 — the US is minus 5% and Australia is almost exactly the same.

Joe Hockey made a similar statement that “If you compare apples with apples, the American position and our position on reductions are effectively the same.”

The comparisons are complex, because the starting and finishing dates are different, so are the population increases. Moreover Australia has forestry and tree clearing in the mix.

Malte Meinshausen and Anita Talberg make the necessary adjustments and find:

An apples-with-apples comparison shows that Australia lags far behind the United States in efforts to reduce greenhouse gas emissions from its energy, transport and industrial sectors.

To match US efforts, Australia would have to increase its 2020 ambitions from the current 5% below 2000 to 21% or even 29%, depending on whether different population growth is taken into account, or not.

In short, they lie!

3. The genius of Tony Abbott’s stance on climate

At New Matilda Tom Allen comments on Tom Switzer’s claim the Abbott is a climate change genius. Switzer is a climate change denialist, so we won’t bother with that! Allen finds Abbott has proved one thing – that a carbon tax works!

Abbott

will be remembered as the Prime Minister who proved that the carbon tax worked. After it was introduced, Australia’s carbon dioxide emissions fell, the economy continued to grow and the sky remained in place.

When Abbott repealed it and the country’s emissions began to rise again, using Australia as a vast laboratory, Abbott confirmed it: carbon taxes work.

4. Record growth in electricity sector emissions

Abbott’s genius is demonstrated by this graph of emissions change from electricity production:

The reductions started well before the carbon ‘tax’, but whatever the reason Abbott seems to have made a difference.

WORST. PRIME MINISTER. EVER!!

As Tom Allen said, it’s nothing personal.

The worst things about him are his policies, and his stance on climate change is worst of all.

5. Record-breaking ocean temperatures

The world’s oceans are the hottest they’ve ever been in the modern record, especially in the northern Pacific.

In July this year, ocean surfaces were 0.55 °C above the average since 1890, just beating the previous record of 0.51 °C in 1998. In the North Pacific, the temperatures were about 0.8 °C above average, which is 0.25 °C warmer than the 1998 peak.

No explanation is given as to why this pattern has emerged. However, it does seem to be disrupting the development of an El Niño. Small mercy, because the northern Pacific warming has effects similar to an El Niño:

This includes more hurricanes in the Pacific, as well as more storms curling over into mainland US. Meanwhile, there have been fewer hurricanes in the Atlantic, just as happens during El Niño. Elsewhere, dry conditions have occurred across Australia, and the Indian monsoon was delayed – effects all arising from warm oceans, despite the lack of an El Nino event.

6. Turn down the heat : confronting the new climate normal

This is volume 2 of 2 of a report prepared for the World Bank by the Potsdam Institute for Climate Impact Research and Climate Analytics, and hence highly authoritative. The lead author was Hans Joachim Schellnhuber of the Potsdam Institute.

It’s a massive 320 page report. This is from the Foreword:

There is growing evidence that warming close to 1.5°C above pre-industrial levels is locked-in to the Earth’s atmospheric system due to past and predicted emissions of greenhouse gases, and climate change impacts such as extreme heat events may now be unavoidable.

As the planet warms, climatic conditions, heat and other weather extremes which occur once in hundreds of years, if ever, and considered highly unusual or unprecedented today would become the “new climate normal” as we approach 4°C—a frightening world of increased risks and global instability.

The consequences for development would be severe as crop yields decline, water resources change, diseases move into new ranges, and sea levels rise. Ending poverty, increasing global prosperity and reducing global inequality, already difficult, will be much harder with 2°C warming, but at 4°C there is serious doubt whether these goals can be achieved at all.

That’s about as far as I could get tonight. Climate Progress has a post.

1. Ocean acidification charted

Apparently there has been no baseline data for ocean acidification, which varies around the world. Now a database of the current state of the ocean has been compiled. Here is a map showing the rough state of play:

The current rate of acidification for the ocean is the greatest seen in the past 300 million years. 25% of co2 emitted ends up in the ocean.

This article offers some hope that some species may adapt.

2. Warmest October

NASA has October as the warmest since 1880 along with 2005. The Japanese Meteorological Agency has it as the warmest ever:

So far an El Niño still has not developed, which would make things warmer.

3. Climate Council report fingers us

The Climate Council has published a new report Lagging Behind: Australia and the Global Response to Climate Change. The key findings are:

  • China and the US have firmly moved from laggards to global leaders on climate change.
  • In the last five years most countries around the world have accelerated action on climate change as the consequences have become more and more clear.
  • Australia, a crucial player in global climate action, moves from leader to laggard.
  • Global action must accelerate to protect Australia and the world from the consequences of a changing climate, sea level rise and more frequent and intense extreme weather.

Now, 39 countries and over 20 sub-national jurisdictions are putting a price on carbon. China has the world’s second largest carbon market with 250 million people covered. In the US 10 states have carbon markets, covering 79 million people.

Germany has decoupled growth from carbon pollution. Since 1990 GDP has increased 37% while emissions have fallen 25%.

According to the IEA and the OECD for every $1 spent to support renewable energy, another $6 is spent on fossil fuel subsidies, but investment in renewable energy at US$192 billion now exceeds that in fossil fuel energy at US$102 billion.

Australia is the 15th largest emitter out of 186 countries. We emit roughly the same as France, Italy and Turkey, each with three times the population.

4. Climate Council on renewables

The Climate Council report finds that around the world important initiatives on renewables are often taken at the sub-national level. In Australia:

  • South Australia is striding forward leading the Australian States on renewable energy.
  • Victoria and NSW have moved from leaders to laggards in Australia’s renewable energy race.
  • Australia has substantial opportunities for renewable energy. A lack of clear federal policy has led to a drop in renewable energy investment.

Only SA and the ACT have renewable energy targets – SA 50% of electricity by 2025, the ACT 90% by 2020. The current state of play is:

Both have roughly a quarter.

The potential for renewables in Australia is huge – some 500 times current electricity generation.

Australia produces per capita 23.96 tCO2e as against an OECD average of 12.47. As I said, time to get on our bike!

5. China caps coal use by 2020

From Climate Progress

The Chinese government announced Wednesday it would cap coal use by 2020. The Chinese State Council, or cabinet, said the peak would be 4.2 billion tonnes, a one-sixth increase over current consumption.

This is a staggering reversal of Chinese energy policy, which for two decades has been centered around building a coal plant or more a week. Now they’ll be building the equivalent in carbon-free power every week for decades, while the construction rate of new coal plants decelerates like a crash-test dummy.

The 2020 coal peak utterly refutes the GOP claim that China’s recent climate pledge “requires the Chinese to do nothing at all for 16 years.” Indeed, independent analyses make clear a 2020 coal peak announcement was the inevitable outcome of China’s game-changing climate deal deal with the U.S. last week, where China agreed to peak its total carbon pollution emissions in 2030 — or earlier.

6. Australia a pariah

Giles Parkinson thinks other nations are deliberately trying to embarrass Australia on climate change. Certainly Obama’s remarks can be interpreted that way. Then he (Giles) really gets stuck in:

We are, quite possibly, witnessing the most incompetent and ideologically blind government ever to hold power in Canberra. It’s effectively the Tea Party of Australia, pretending to be something else.

1. The Amazon is drying

Since 2000, rainfall has decreased by up to 25% across a vast swath of the southeastern Amazon, according to a new satellite analysis.

The area of concern is 12 times the size of California. The Amazon overall takes up 25% of the global carbon cycle that vegetation is responsible for, so it’s a significant carbon sink. With further drying the Amazon could become a carbon source rather than a sink.

Causes are not clear, but it’s possible that rainfall patterns have moved further north with global warming.

In related news, the re-election of Dilma Rousseff as president is seen as a significant negative for the environment in Brazil.

2. Great Barrier Reef protection plan ‘ignores the threat of climate change’

In its formal response to the Reef 2050 long-term sustainability plan, which was drawn up by the Australian and Queensland governments, the Australian Academy of Science states the strategy is “inadequate to achieve the goal of restoring or even maintaining the diminished outstanding universal value of the reef.”

There is “no adequate recognition” in the 2050 plan of the importance of curbing greenhouse gases.

Professor Terry Hughes, director of the Australian Research Council Center of Excellence for Coral Reef Studies and an academy fellow, said the plan was focused on the sustainable development of four “mega ports” adjacent to the reef, rather than conservation of the reef itself.

The Great Barrier Reef has lost around half its coral cover in the past 30 years. The question now is whether UNESCO will list the GBR as endangered.

3. Limiting global warming to 2°C is unlikely to save most coral reefs

In this recent post I mentioned that “preserving more than 10 per cent of coral reefs worldwide would require limiting warming to below +1.5°C (atmosphere–ocean general circulation models (AOGCMs) range: 1.3–1.8°C) relative to pre-industrial levels”. Following the links, the paper by K. Frieler at al is here.

It annoys me that the dangers to reefs from temperature change and ocean acidification are almost never mentioned, even by greenies. Opposition pollies should be speaking up too! That paper has been around since 2011.

4. Carbon capture and storage research budget slashed

The government has cut almost half a billion dollars from research into carbon capture and storage – which the Intergovernmental Panel on Climate Change (IPCC) deems crucial for continued use of coal – despite the prime minister insisting coal is the “foundation of our prosperity”.

In the budget the government cut $459.3m over three years from its carbon capture and storage flagship program, leaving $191.7m to continue existing projects for the next seven years. The program had already been cut by the previous Labor government and much of the funding remained unallocated.

John Connor, the chief executive of the Climate Institute, said CCS “has to be one of the clean energy options available because all the modelling says that to avoid temperature rises of more than two degrees, we have to take carbon dioxide out of the atmosphere”.

The first full-scale CCS power plant, the Boundary Dam Carbon Capture and Storage Project in Canada, opened last month.

5. Poland rejects zero coal by 2100

Poland and a bunch of eastern Europe countries “have categorically rejected the target put forward by the world’s top climate scientists to reduce carbon emissions to zero by 2100 to avoid dangerous global warming…”

You might recall that when Poland hosted the UNFCCC Conference of Parties in 2013 it was positively promoting coal.

The EU has not yet apportioned the effort between countries in planning to meet recently announced emissions reduction targets. The fun is about to begin!

6. Roof top solar in San Francisco

New regulations in San Francisco will require new buildings to have roof top solar or gardens or both.

7. Tesla solar supercharging network

Tesla is rolling out a solar supercharging network for electric vehicles throughout the world eventually. Soon they will make a beginning in Australia.

The superchargers provide half a full charge in as little as 20 minutes, and are usually located near amenities like roadside restaurants, cafes, and shopping centers. Usually they have between 4 and 10 stalls.

The $5 billion “giagfactory” to be built in Nevada will generate more than 100% of its electricity needs with wind and solar.

The world is changing!

8. News of energy storage is a big, big deal

So says Sophie Vorrath at RenewEconomy:

The big announcements keep coming from the energy storage sector, with news this week that US behind-the-meter startup, Stem, has been tapped to provide 85MW of distributed energy storage to households in the West Los Angeles Basin.

The deal, a multi-year agreement awarded to Stem by Southern California Edison (SCE), marks America’s largest distributed energy storage project to date, and the first time energy storage has competed with traditional energy sources like natural gas at this scale.

For its part of the deal, Stem will deploy its advanced, behind-the-meter energy storage technology at customer locations in the Western LA Basin to act as dispatchable capacity to enhance the local reliability of the region.

In other words, using the combination of storage and its proprietary software platform, Stem will allow customers to monitor and manage energy use, which in turn will provide additional capacity to SCE.

9. Billboard banned

You may have heard that Brisbane Airport banned a billboard suggesting to incoming G20 delegates that climate change should be on their agenda. Apparently the billboard was “too political”.

Getup and a bunch of other NGOs are campaigning to have the decision reversed.

The billboard was based on the experience of South Australian grape grower David Bruer, a farmer from South Australia who lost $25,000 worth of grapes in one day when temperatures soared to 45°C last year.

1. Will Australia be to world climate talks what Poland is to Europe?

That’s the question asked by Giles Parkinson.

On the international stage Australia plays a similar role to Poland in Europe. The two countries have much in common: their leaders share a tenuous hold on climate science, a grim determination to extract coal and use it for electricity, don’t like carbon pricing and are trying to keep a lid on renewables.

From what he says, there does seem a difference. Poland gained free carbon permits from the EU negotiations “worth more than $1 billion and promises for funds to help it “modernize” is coal-fired plants after 2020.”

Prime Minister Ewa Kopacz said after the summit that the threat of veto was simply a “tool” to get the best conditions for Poland’s economy. “Nobody got compensated like we did,” she boasted after the meeting.

In other words they were out for what they could get.

On the basis of the Abbott Government’s form in the UNFCCC Conference of Parties in Warsaw last December and actions since, we can expect Australia to be actively hostile to positive outcomes. Not just lead in the saddle bag, an active saboteur.

2. The prospect of a Republican US Senate

There is a 68% chance that the Republicans will control the US Senate after the mid-term elections. For the climate this could be a disaster.

Certainly they are unlikely to control the 60 votes they would need to avoid a Democrat filibuster, and the President has the power of veto over bills. So anti-climate legislation is not so much the worry.

However, the Republicans could block appropriate appointments to various agency positions and regulatory posts.

Secondly, any treaty coming out of the 2015 UNFCCC talks in Paris next year would need to be legislated. This would be impossible and could affect the tenor of the entire negotiations, with one large lame duck at the table.

Third, the US contributions to the IPCC and the UNFCCC could be pulled, making life for those bodies impossible.

Fourth,

a GOP majority in that house of Congress would flip several key committees into Republican hands. In particular, Sen. Jim Inhofe (R-OK) is up to take over the Environment and Public Works Committee, Sen. Ted Cruz (R-TX) would head the Subcommittee on Science and Space, Sen. Ron Johnson (R-WI) is in line to take control of the Homeland Security and Governmental Reform Committee, and Sen. Mike Enzi (R-WY) would head up the Budget Committee.

All except Enzi are avowed climate denialists.

Then there’s scary budget negotiations, and more.

3. Global groundwater crisis

A NASA study has found that major groundwater aquifers are being depleted faster than the rate of replenishment, threatening food supplies and security.

The groundwater at some of the world’s largest aquifers — in the U.S. High Plains, California’s Central Valley, China, India, and elsewhere — is being pumped out “at far greater rates than it can be naturally replenished.”

The most worrisome fact: “nearly all of these underlie the word’s great agricultural regions and are primarily responsible for their high productivity.”

4. Geoff Cousins heads the ACF

You’ll probably recognise the gravel-voiced tones of Geoff Cousins from his campaign against the Gunns paper mill. He used 20,000 signatures from ANZ customers to pressure the bank to withdraw the project’s funds.

From the SMH:

His business credentials include heading the country’s largest advertising company and heading Optus Vision when it slugged it out with News Ltd over rugby league broadcasting rights. He is a director of the Telstra board.

He is now President of the Australian Conservation Foundation, so expect to hear more from him. Now he’s lashed out at the Direct Action legislation and given the BCA (Business Council of Australia) a whack around the ears for supporting the legislation which he says individual companies would have rejected.

If somebody had brought a business case to the boards of one of those public companies for this program, no responsible board would have given it the time of day.

You would have asked first of all how cost efficient it was, you would have asked what was world’s best practice in all of these areas, these sorts of questions, and none of them would have been able to be answered positively in regard to this program.

The ACF are now embarking on a public education campaign about the legislation.

5. Food, Fossil Fuels and Filthy Finance

That’s the title of a report from Oxfam, summarised at Hot Topic.

On current trends, the world will be 4–6ºC hotter by the end of the century, exceeding 2ºC within the lifetimes of most people reading this report. This could put up to 400 million people in some of the poorest countries at risk of severe food and water shortages by the middle of the century.

This paper shows how, despite some steps in the right direction to tackle climate change, a ‘toxic triangle’ of political inertia, financial short-termism and vested fossil fuel interests is blocking the transition that is needed. To help break this, governments must commit to phase out fossil fuel emissions by early in the second half of this century, with rich countries leading the way.

In 2012 fossil fuel companies spent $674bn on exploration and development projects. The industry is supported by $1.9 trillion of subsidies public finance, incentives and tax breaks, including the costs of paying for its widespread damage.

Quite simply, most of the stuff should be left in the ground:

1. Record warmth

September followed August as record heat for the month worldwide. The period January-September was equal hottest with 1998 and 2010. The 12 months from October 2013 to September 2014 was the hottest 12-month period on record. The heat was just about everywhere, except for central Russia, some areas in eastern and northern Canada, and a small region in Namibia:

2. Coal is good for humanity!

Thus spake Tony Abbott, repeating lines imprinted on his mind by coal industry lobbyists.

In an important post Graham Readfearn tells how big coal is hijacking the energy poverty issue

telling the world that the only way the poorest nations can pull themselves out of poverty is by purchasing lots of their product.

The point that those same people will likely be hit earliest and hardest from the impacts of climate change being driven by that same product, is neatly swerved or underplayed.

So we have Peabody Energy “fueling the world with energy essential to sustain life”.

Pardon me while I have a quiet chunder!

3. New 2030 climate targets for the EU

On the whole climate campaigners are disappointed with the new emissions targets set by the EU – 40% reduction in emissions, 27% cut in energy use and 27% of energy must be from renewables.

The ETS is seen as essential in reaching these targets, so it will be reformed in an as yet undesignated way.

Rich countries like Germany, the UK and France will have to do better than the designated cuts to compensate for the continued reliance on coal by the likes of Poland, Bulgaria and Romania.

At Climate Progress it seems the American reaction is more favourable. They point out that the targets are the first substantive offer from any member of the international community ahead of the UN climate talks to be held in Paris in 2015. The Americans and the Chinese are unlikely to go so far.

Personally when they aim for net zero emissions by 2030 and aim for 350 CO2e ppm by 2050 I’ll say they are reconnecting politics with reality.

4. Arctic sea ice escalator

BilB drew attention to Skeptical Science’s Arctic sea ice escalator:

Perhaps enough to shake pollies of all stripes out of their torpor.

If you look at the trend from the late 1990s it looks even more dramatic.

5. Pacific warriors blockade Newcastle

Climate Change Warriors from 12 Pacific Island nations paddled canoes into the world’s largest coal port in Newcastle, Australia, Friday to bring attention to their grave fears about the consequences of climate change on their home countries.

The 30 warriors joined a flotilla of hundreds of Australians in kayaks and on surfboards to delay eight of the 12 ships scheduled to pass through the port during the nine-hour blockade, which was organised with support from the U.S.-based environmental group 350.org.

The warriors came from 12 Pacific Island countries, including Fiji, Tuvalu, Tokelau, Micronesia, Vanuatu, The Solomon Islands, Tonga,
Samoa, Papua New Guinea and Niue.

6. Norway takes to electric cars

Norway, not a member of the EU, now has 15% electric cars. Since 2011 Nissan LEAF has become the nation’s third best-selling car.

Norway is not a member of the EU. It gets 98% of its power from renewables. Presumably it doesn’t go around preaching that oil is good for humanity!
